The group announced the new attack on its website. NIGERIAN GOVERNMENT BEGINS THE RELEASE 2016 BUDGET FUNDS TODAY.

Lagos-Calabar rail project, N100b constituency funds now in fiscal plan
The Federal Government begins the implementation of the 2016 budget today as it releases funds to Ministries, Departments and Agencies (MDAs) for the execution of their projects. To ensure that funds are duly utilised, the government has ordered the MDAs to produce their projects’ execution reports monthly.
This was disclosed yesterday by Budget and National Planning Minister, Udoma Udo Udoma, at the breakdown of the N6.07 trillion budget yesterday in Abuja . Udoma declared that in order to commence the implementation of the plan which already is in the middle of the second quarter, the release of capital votes to MDAs would commence today to cover lost grounds. He was, however, silent on the amount to be released.
It was also learnt yesterday that the compromise brokered to resolve the face-off between the executive and the legislature over the budget succeeded because it accommodated the interests of both arms of the government.
Udoma revealed that in the Appropriation Act assented to by the president, the controversial N60 billion Calabar – Lagos Coastal Rail project which the National Assembly reportedly expunged from the fiscal plan was finally restored, while the legislature’s N100 billion constituency projects fund which the executive had pruned to N60 billion has equally been restored to N100 billion.
Also at the budget breakdown were Minister of State for Budget, Mrs. Zainab Ahmed, Ministers of Finance (Mrs. KemiAdeosun); Niger Delta, (Pastor Uguru Usani); Labour (Dr. Chris Ngige) and Solid Minerals Development (Dr. Kayode Fayemi).
Although Udoma said the 2016 Appropriation Act had empowered the executive to run a full blast 12 months cycle, terminating next May 2017, the administration may reset the implementation calendar to its original plan between January and December which is the best time for projects execution.
He said: “The Federal Executive Council (FEC ) has approved an implementation strategy plan towards the path of sustainable development. Henceforth, MDAs are to produce monthly implementation reports to the Ministry of Budget and National Planning and will be collated and published on a quarterly basis on the ministry’s website. The essence of this is to ensure transparency and monitor implementation.
“We also already have in place professional independent monitoring and evaluation experts in addition to other different groups that will be tracking and evaluating the implementation of the budget to measure the funds released to MDAs and the impact such amount spent has on the people. For instance, we would like to measure the impact of a health centre that is built but not furnished and equipped with well-trained medics that should provide the services expected of the health centre.
“Let me reiterate that government is committed to ensuring effective implementation of this budget. However, the capital envisaged in this budget, large though, represents only a part of the spending to meet our ambitious plans for Nigeria. To develop this economy, we will need the active involvement of the private sector. We would therefore like to invite the private sector to take advantage of the opportunities that this government is creating to create the enabling environment. But it is the private sector that is the primary engine of this economy, working together, I have no doubt that we can turn this economy around,” the minister said.
According to Udoma, the reason the nation’s economy experienced a squeeze in 2015 despite viable plans to tackle the situation was low capital spending by the Federal Government.
“Failure to achieve projected oil production level due to destruction of oil pipelines,fall in price of crude,oil theft, among other things, contributed to shortage of funds for the execution of the 2015 budget. Out of the about 30% allocation to capital expenditure,only about 11% was covered.This very much explains poor performance of the economy in 2015”, the minister said.

He noted that out of about 30% budgeted for capital expenditure last year,only about 11% was spent due to cash crunch.Special Adviser to the President on Planning, Ben Akabueze, who described the 2016 budget as a deficit budget due to funds paucity said, however, that the fiscal plan would create strong impact on the economy through fiscal discipline.
Akabueze stressed also that fiscal discipline by MDAs is highly required to meet target of the 2016 budget,just as he said that timely release of funds must be ensured to facilitate development.
Ahmed, in her address, gave an overview of how the Federal Government hoped to disburse the N500 billion Special Intervention Fund promised by the All Progressives Congress (APC) as captured in the 2016 budget.
She stressed that the entire intervention funds would be spread across five thematic areas, namely job creation, school feeding, conditional cash transfers, scholarships and enterprise programme support.

The Independent National Electoral Commission (INEC) has released the results of nine state constituencies and one federal constituency in which rerun elections were held in Nigeria’s oil hub, Rivers State, on Saturday, but the commission was forced to suspend the electoral process in all other constituencies in the state where results were not announced due to the widespread violence that marred the elections.
However, based on the results released yesterday, the Peoples Democratic Party (PDP) consolidated its control of the state by emerging victorious in eight of the nine state constituencies and one federal constituency seat, while the ruling All Progressives Congress (APC) won one state constituency seat.
But as results were announced, the state continued its descent to anarchy as the violent battle for control of the state was exacerbated  by the exchange of gunfire between security men in the convoys of the Director General of Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Dakuku Peterside, and the Chief of Staff to the Rivers State governor, Mr. Emma Woke, in Port Harcourt yesterday, resulting in the death of Woke’s personal assistant. Sporadic shooting was also reported at the Abonema area in Akuku Toru Council, few kilometers to Port Harcourt, the state capital.
This came as Governor Nyesom Wike and the Minister of Transportation, Chibuike Amaechi, squared off against each other at the Mile 1 Diobu police station over a collation officer, Mrs. Ekwi Adebisa, who was purportedly abducted Saturday night by the former governor in company of soldiers.
Confirming the outcome of the rerun polls, the Director of Voter Education Publicity of INEC, Mr. Oluwole Osaze-Uzzi, informed THISDAY that the results were released in nine state constituencies and one federal constituency in the state.
He said PDP won in eight of the state constituencies, while APC won one seat.
PDP, he said, also won one federal constituency but did not give the names of the state or federal constituencies in which results were declared.
Osaze-Uzzi also revealed that the release of further results were suspended due to reports of violence, attacks and even the deaths of INEC officials and ad hoc personnel in the state.
He said all INEC personnel were relocated to Abuja yesterday due to the escalation of violence in Rivers State.
Also in a statement yesterday, he said INEC conducted the polls in Rivers State pursuant to the orders of the Court of Appeal, but “rather unfortunately, some of these elections witnessed the disruption of the process, including the barricading of some of the INEC local government offices and Registration Area Centres (RACs) used for the distribution of electoral materials which led to the late commencement of the exercise in some places and consequently, its smooth take off.
“Of more serious concern was the level of threats, violence and intimidation of election officials and voters by well armed thugs and miscreants allegedly acting on behalf of some politicians, which marred the elections in some areas.
“There were reports of numerous attacks resulting in fatalities, kidnappings, ballot snatching, diversion of officials and materials, amongst others, which necessitated its suspension in 8 local government areas.
“Regrettably, such deviant behaviour has continued today (yesterday). Several permanent and ad hoc staff engaged by the commission have been attacked, again resulting in fatalities, while some have been forcibly abducted and taken to unknown destinations.
“Under such difficult circumstances, the Returning Officers were only able to collate and declare results in one federal and nine state constituencies where the disruption and malpractices were not so widespread.
“Having reviewed the situation, the commission is compelled to suspend all further action concerning the exercise in all the other constituencies in the state pending the receipt of a comprehensive report from its field officials and monitors.
“For the avoidance of doubt, it should be noted that the suspension does not affect the constituencies where the exercise has been completed and the results declared by the Returning Officers,” he said.
However, unconfirmed results obtained by THISDAY from the various collation centres for 11 state constituencies showed that PDP won 10 constituencies, namely: Akukutoru I (Major Jack), Omuma (Kelechi Wogu), Degema (Farah Dagogo), Ahoada East II (Edison Ehie), Ahoada East I (Martins Manna), Emohua (Sam Ogeh), Akukutoru II (Tonye Alalibo), Obio/Akpor I (Martin Amaewhule), Obio/Akpor II (Michael Chindah), Ogba/Egbema/Ndoni (Christopher Ahiakwor).
The candidate of the APC won in the Opobo/Nkoro state constituency, while Betty Apiafi of the PDP won the Abua Odua/Ahoada East Constituency to the Federal House of Representatives.
Speaking on the shootout between the security detail attached to Woke and Peterside, which occurred yesterday evening at the UTC junction, Azikiwe Road, Port Harcourt, Wike told journalists that Peterside, who was the candidate of the All Progressives Congress (APC) in the last governorship election in the state, had gone to INEC Registration Area Centre (RAC) in Isiokpo, headquarters of Ikwerre Local Government Area and allegedly snatched the election result sheets for the council.
According to Wike, Peterside, who was with his running mate, Honourable Asita and the APC state chairman, Dr. Davies Ikanya, were then pursued by Woke, who was the PDP agent for Ikwerre.
“The shooting happened because they were chasing them (Peterside and Asita) from Isiokpo,” Wike said.
He said when the security detail of Peterside saw that the PDP agent was still following them as they got to the junction leading to his (Peterside’s residence, they opened fire leading to the death of Woke’s aide.
But in his own account of the incident, Peterside said it was an attack on his life, adding that he was attacked by gunmen in two sports utility vehicles when he was on his way home from the Port Harcourt International Airport.
Before the shootout, however, Wike and Amaechi, squared off against each other at the Mile 1, Diobu police station in the state capital over a collation officer, Mrs. Adebisa, who was allegedly abducted by the minister, Saturday night.
The development, which led to the suspension of collation of results in the constituency, led to a standoff between the leaders of the PDP and APC yesterday.
Adebisa was allegedly taken to Novotel Hotel where the duo of Amaechi and Peterside and the acting Managing Director of NDDC, Mrs. Ibim Semenitari, were lodged and results doctored.
The electoral officer was said to have been placed in protective custody by Amaechi and Dakuku.
However, when PDP leaders including Wike got wind of the fact that she had been placed in protective custody at the Mile 1 police station, they rushed to the station seeking an explanation.
Wike later alleged that Adebisa is the girlfriend of the APC candidate for the Port Harcourt Federal Constituency who framed her abduction alongside other APC leaders. He went further to claim that she had compromised the results placed in her care in favour of the APC.
When Wike and some other PDP leaders stormed the station, more than 400 soldiers arrived the station with Amaechi, Peterside and Semenitari and directed that Adebisa be released to them.
The former governor, Peterside, Semenitari and the AIG Zone 6, Calabar, Mr. Baba Adisa Bolanta, were said to have eventually left with her.
But reacting to the report, the Special Adviser (Media) to the acting Managing Director/Chief Executive Officer of NDDC, Bekee Anyalewechi said there was no iota of truth in the story that was peddled by the PDP-led Rivers State Government.
“We have received, with bemusement, the attempt by the Rivers State Government and its image managers to retell the facts of the incident of Sunday, March 20 which occurred at the Mile 1 Police Divisional headquarters in Port Harcourt when Rivers State governor, Ezebunwo Wike, in the company of a retinue of aides, invaded the police station and held the Independent National Electoral Commission (INEC) collation officer for Port Harcourt Ward 10, Mrs. Ekwi Adebisa, hostage.
“Whereas it is not in our style to join issues with any tier of government, it is imperative that we state the facts because of the need to safeguard our electoral process and strengthen the confidence of our people in their leaders.

Gulak fires back at PDP Govs, says why Oladipo can't be leader

The ongoing leadership tussle rocking the Peoples Democratic Party (PDP) has intensified as the self-imposed chairman, Alhaji Ahmed Gulak, fired back at the governors elected on the platform of the party.
The Nation reports that Gulak, who is the former political adviser to ex-president Goodluck Jonathan, in a statement issued on Thursday, January 28, defied the directive from PDP governors asking him to allow the party’s national secretary, Prof. Wale Oladipo to take over as the national chairman.
The PDP governors had initially directed the acting national chairman, Prince Uche Secondus, to hand over to Oladipo, after Gulak invaded the party’s secretariat on Wednesday, January 27 and installed himself as the party’s chairman.
Gulak in reaction to the governors directive, said they were misadvised to have asked Oladipo to take over as the party’s national chairman.
“This is not only contrary to the Constitution of the PDP 2012 as amended, it is in flagrant contempt of the declarative judgment given by the FCT High Court on the 16th day of December, 2015 which clearly states “that under section 47 (6) of the 1st defendant’s (PDP) constitution, upon the resignation of the former National Chairman of the 1st defendant (PDP) from office, only, the plaintiff (Alhaji Barr. Ahmed Ali Gulak) or any other eligible members of the 1st defendant (PDP) from the North-East zone of Nigeria, where the said Chairman of the 1st defendant (PDP) originated is eligible to be appointed to act in that office pending elections into that office,” he said.
The former political adviser further explained that the national secretary is prohibited by the party’s constitution to chair the National Executive Committee (NEC), the National Working Committee (NWC) and the caucuses of the PDP.
Gulak insisted that it is only the national chairman that can chair the above mentioned organs of the party.
“It is therefore clear that from the statement of the Chairman, PDP Governor’s Forum that the office of the National Chairman was vacant. And this has been cured by the pronouncement of the FCT High Court, Abuja.

“The National Chairman uses this opportunity to appeal to our teeming members nationwide to remain calm and rally round this new leadership so that peace may reign in our party and together we will reposition our party on the path of glory.
“The National Chairman of PDP has profound respect for the Chairman of the PDP Governor’s Forum and all its members,” Gulak said.
Recall that the internal feud rocking the PDP stared after with effect from Wednesday, December 30. The spokesman of Gulak, Ochuba Emmanuel, said the ex-political adviser had even cancelled the congress being planned by the sacked acting chairman, Uche Secondus.
The former political adviser few weeks ago, , since Uche Secondus has been asked by the court to vacate the office. He made the call after he observed that the party has no properly constituted organ and no national chairman or acting chairman.
Gulak, who seems to be deliberately stepping on toes had earlier stated that former president pent.

BOKO HARAM


Boko Haram is a terrorist organization with its roots in northeastern Nigeria, linked to insurgency stemming from north Cameroon and Niger Republic.

"Boko Haram" is a Hausa name which translates roughly as "Western education is forbidden," while the real Arabic name translates as "The Congregation of the People of Tradition for Proselytism and Jihad".

The sect was founded in 2002 by the late Mohammed Yusuf who was captured and executed by Nigerian security forces in 2009. Until the government clamped down on the sect’s activities in 2009, the operations conducted by the sect were more or less peaceful. Since Abubakar Shekau, a former deputy to Yusuf’s era, violent attacks have escalated in terms of both frequency and intensity.

The sect seeks to establish a "pure" Islamic state ruled by sharia, putting a stop to what it deems Westernization. It proposes that interaction with the Western world is forbidden, and also supports opposition to the Muslim establishment and the government of Nigeria.

The group is known for attacking Christians, Muslim clerics and government targets, as well as for bombing churches, mosques, schools and police stations. The group is also notorious for kidnappings.

Violence linked to the Boko Haram insurgency has resulted in an estimated 10,000 deaths between 2002 and 2013.

On November 13, 2013 the United States government designated the group a terrorist organization. On 22 May 2014, the United Nations Security Council added Boko Haram to its list of designated al-Qaeda entities, bringing "funding, travel and weapons sanctions" against the terrorist group.

On 22 May 2014 Boko Haram was officially declared a terrorist group affiliated to Al-Qaeda and Al-Qaeda in the Islamic Maghreb by the United Nations Security Council. International sanctions including asset freeze, travel ban and arms embargo were imposed against the Islamist extremist group.

It was reported in August 2013 that Shekau had been shot and deposed by members of his sect, but he survived.

He has taken responsibility for the April 2014 kidnapping of over 200 school girls. On 6 May 2014, eight more girls were kidnapped by suspected Boko Haram gunmen.

Funding sources for Boko Haram are not certain, but is believed to be partially funded by bank robberies and by other Islamist groups.

FREEDOM IS A NECESSITY



The right of self-determination is enshrined in International law and it is guaranteed by every moral stricture called man.
           It is a right that has been exercised successfully over and over again in world history and it has led to the creation of new nations which were carved out of the older ones. The denial of that right and the suppression and persecution of those who attempt to exercise it leads to nothing but defiance, dissent and resistance and, if not properly managed, it eventually spills over into war and carnage.
This has been the primary cause of most brutal civil wars, including the American, Russian, French, English, Indian, Nigerian, Angola, to mention but a few. I do not believe in violent change and neither do I believe in war, revolution, terror or the use of arms in the pursuance of even the most noble cause.
          I do however believe in the power of ideas and the right of any man, woman or people to yearn to be free from bondage and to peacefully and freely express that yearning. It is in this context that I situate my belief and support for those that view the Nigerian Federation as an oppressive entity which have effectively enslaved its people in an attempt to create what is essentially an artificial and unworkable state.
        Those that belief in Nigeria have every right to continue to do so and to voice their resolve to keep Nigeria one. what they do not have the right to do is to refuse to offer the same degree of freedom of expression to those that do not believe in a united Nigeria and who instead believe in the peaceful dissolution of the multi-nation to speak their minds and voice their views. What is good for the goose is surely good for the gander.
